Most migrants and refugees in Libya considered that the risk of being arbitrarily arrested or detained increased since the coronavirus (COVID-19) outbreak in 2020. Indeed, ** percent of the respondents strongly agreed that the risk was higher. On the other hand, for **** percent of the migrants and refugees, arbitrary arrest and detention were not more likely due to the pandemic. In Libya, thousands of migrants are held in detention.
