The German Volkhochschulen (VHS) are adult education centers. These are public institutions for adult and further education, where anyone can attend courses for a fee. Adult education centers are non-profit institutions and, in Germany, are assigned to the quaternary education area of continuing education. While their name does include the word Hochschule, which means university, they are not universities.
