The UK government considers the rollout and upgrade of next-generation networks as foundational in unlocking economic growth. In fixed broadband, the nation’s expanding fiber infrastructure is opening access to reliable gigabit broadband connections. Meanwhile, in the mobile sector, advanced 5G networks are beginning to unlock AI-powered applications across a broad range of sectors, from manufacturing to smart cities. As elsewhere in Europe, market consolidation is high on the agenda. Major network operators say mergers will enable an accelerated network upgrade and rollout, calling on the government and regulatory bodies to relax competition and affordability rules.
Fiber networks propel fixed download speeds
The key focus in fiber is the uptake of fiber-to-the-premises (FTTP) connections. FTTP connections are considered ‘full fiber’ in that fiber-optic cables are used across the entire length of the connection, thus offering high speeds and minimal latency. Of the 29 million fixed connections in the UK in 2024, 8.8 million were full fiber, an increase of around three million on the previous year, while 12.5 million were fiber-to-the-cabinet (FTTC) connections. While the uptake of fiber connections has sparked a surge in UK fixed broadband download speeds, there are concerns that a slow rollout in hard to reach areas will leave rural communities behind. The government’s Project Gigabit program aims to address this by funding fiber rollout in areas that fall outside the plans of the commercial market.Household spending on mobile services continues to fall
The total number of mobile subscriptions in the UK surpassed 84 million in 2023, with mobile technology used by 97 percent of the population. Despite this high penetration, household spending on mobile services has trended downward over the past decade due to shifting consumption habits. The average monthly household spend on mobile voice and data services was 40 British pounds in 2024, down more than a third from 2015 in real terms. Nevertheless, UK mobile operators saw increased mobile retail revenue that same year, with the market generating more than 14 billion British pounds. Late 2024 saw a landmark decision with the Competition and Markets Authority issuing final approval of a major merger between the operators Vodafone and Three. The decision hinged on the operators’ agreement to several legally binding commitments. This included investment of 11 billion British pounds in its 5G network over the next ten years, as well as caps on mobile tariffs to protect customers from short-term price rises. The merger was fully completed in May 2025, reducing the UK mobile market to three major players. While critics warn of the risks posed by consolidation, proponents argue that the deal will accelerate the upgrade and expansion of 5G infrastructure, powering digital transformation across the UK.
