Europe has undergone a shift in its automotive market over the past decade, with battery electric vehicles growing from a negligible share of new car registrations to representing a meaningful share of the market by the mid-2020s. However, recent data suggests that this upward momentum is not guaranteed. The EU and EFTA region saw a slight contraction in plug-in EV sales in 2024 as markets like China continued to advance strongly. Quarterly sales data confirms that while volumes have broadly plateaued at a high level, they have not resumed the sharp climb seen from 2020 to 2022.
Electrification in Europe is far from uniform. Adoption rates vary from one country to another, revealing structural and cultural divides. Nordic markets, particularly Norway, have achieved an overwhelmingly dominant share of battery electric vehicles in new car sales, while Southern and Eastern European countries such as Italy, Romania, and Poland still show BEV penetration well below the European average. These disparities likely reflect differences in purchasing power, charging infrastructure density, and national policy environments, all of which shape consumer willingness and ability to transition to electric mobility.Â
The sensitivity of EV demand to policy support is illustrated by Germany's experience. Following the abrupt withdrawal of purchase subsidies, battery EV registrations in Germany dropped sharply in 2024, reversing a years-long trend of growth. This pattern stresses how dependent the EV transition in Europe remains on government incentives rather than standalone consumer demand, raising questions about long-term market resilience. Without sustained policy backing, several major European markets may struggle to maintain momentum toward national and EU-wide electrification targets.Â
The competitive dynamics among EV brands in Europe are also shifting notably. Tesla, which previously led European markets by EV sales share, has been overtaken by European incumbents, with Volkswagen emerging as the top-selling EV brand on the continent in 2025. Volvo has the second-highest proportion of EVs as a share of its total European sales among established automakers, ahead of Jaguar Land Rover, BMW, and Mercedes-Benz. The rise of European brands signals a maturing competitive field in which local manufacturers are increasingly credible alternatives, even as Chinese brands like BYD begin to establish a presence in the region.Â
