The basic public pension insurance program is a compulsory insurance program operated by the government in China. It consists of two insurance types for two different groups of people: urban employees on the one hand and other residents in urban and rural areas on the other. The insurance system covering the second group was initiated by the government in 2009 to build up a basic insurance mainly for rural residents not covered by the existing insurance for urban employees. The pension payments for urban employees are much higher than that for the other group.
