This chart illustrates the estimates of the average rent per square meter in major cities in France as of May 1, 2023, according to the type of housing and in euros. At that date, the average rent per square meter in Paris was estimated at nearly 30 euros for an apartment and about 27 euros for a house.

The distribution of social housing in France

The share of tenants of French social housing varies depending on the region; nearly a quarter of tenants in Île-de-France, the most populous region of the country with 12 million inhabitants, were housed in social housing in 2019, compared to only 10 percent in Nouvelle-Aquitaine, a region with six million inhabitants. In Île-de-France, there were 1.2 million rented HLM units as of January 1, 2020, compared to just over 280,000 in Nouvelle-Aquitaine. The distribution of social housing therefore remains unequal across the French territory relative to the needs of its population.

The satisfaction of HLM tenants in France

In general, about half of HLM tenants in 2020 were satisfied with their housing situation. One third of tenants wished to remain tenants of the HLM housing where they lived, and 21 percent wanted to change social housing. Furthermore, more than three quarters of HLM tenants reported feeling satisfied with the location of their housing, and more than two thirds were also satisfied with the rent and charges paid. Similarly, during the same period, about one third of French tenants were not satisfied with the service provided by their social landlord, compared to two thirds who stated they were satisfied.
