The key European ratio for measuring the financial solvency of banks is the CET1 ratio (Common Equity Tier 1). Financial institutions are required by the regulator to maintain a percentage of capital in relation to their risk-weighted assets.
The CET1 Fully-loaded ratio is a financial solvency ratio introduced with the Basel III Accords (proposals for banking regulation reform). Although the regulation will not be mandatory until 2019, its application by institutions is being carried out progressively.
During the transition period until 2019, the CET1 Phased-in and CET1 Fully-loaded ratios are used as solvency measures. CET1 Phased-in is the capital ratio calculated according to the transitional regime until 2019. In contrast, CET1 Fully-loaded is the capital ratio calculated assuming that the Basel III definitions will be fully implemented in 2019.
