Royal Decree-Law 1/1998, of February 27, on common infrastructures in buildings for access to telecommunication services, imposes the obligation to install a common telecommunication infrastructure (ICT) in all newly constructed buildings (or comprehensive renovations) under horizontal property regime. The installation costs of this infrastructure must be included in the total construction cost. To obtain the building work permit, the developer must submit an ICT project to the City Council, along with the corresponding architectural project. Additionally, to obtain the first occupancy permit, it is necessary to have electronically submitted to the Provincial Telecommunications Inspection Headquarters of the Ministry of Industry, Energy, and Tourism, a second copy of the mentioned project, as well as the installation certificate and the test protocol, which indicate that the installation has been carried out and functions properly.
