The "old rent law" was legislated in the 1950s and amended over time. It regulates residential rents by setting fixed, often below-market, rental prices. It granted tenants long-term protection, including the right to renew leases indefinitely and transfer them to heirs. As a result, many properties remained under rented and at low rates, limiting landlords’ ability to increase rents or reclaim their properties for redevelopment. However, a major amendment passed in July 2025 began phasing out these protections. In addition to the transitional period, the new law permitted early evictions in certain cases and provided alternative housing options.
