Estimates are based on store chain, store surface and proximity to a supermarket which may or may not open a new sales outlet to bypass the ban on sales of tobacco products enforced as of July 1, 2024. It is expected that supermarkets will open a new sales outlet if there is none yet present within a 200 meter radius.

In 2021, the Dutch Ministry of Health commissioned a study to investigate the potential effects of a national smoking ban that would be introduced as of July 1, 2024, in order to prohibit sales of all tobacco products and e-cigarettes in supermarkets, hotels, restaurants, and bars.

The study forecasted that in 2024 the number of tobacco-selling shops would substantially increase, from shops in 2021 to shops in 2024. This figure should slightly decrease by 2031, reaching shops. Especially stores that owe ** percent or more of their total revenue to sales of tobacco products are expected to increase exponentially, from *** in 2021 to in 2031. Of these shops, *** are forecasted to be new tobacconists located in close proximity to a supermarket.

Time will prove whether the smoking ban will show the forecasted effects.
