Saudi Arabia’s EV market potential

The electric vehicle market in Saudi Arabia is in its infancy. While the country is among the leading EV markets in the region, the share of EVs in total sales was forecast to be below percent as of 2025, with projections reaching ** percent by 2035. Saudi Arabia is also by far the  largest passenger car market in the Middle East with more than *** thousand cars sold or registered as of 2024. A preference for EVs was indicated by about half of the customers in the Middle East who were willing to pay more for EVs than for traditional internal combustion engine (ICE) vehicles. The kingdom has put in place incentives and made efforts to leverage its potential in the automotive industry to create capacity for economic diversification and futureproof the sector. One such endeavor is the founding of the Ceer National Automotive Company.

Ceer Motors

Ceer Motors is Saudi Arabia’s first electric vehicle brand, aiming to manufacture EVs domestically while attracting foreign investment. However, unlocking the EV market’s potential in the country and the wider region requires overcoming significant challenges. For instance, price and battery life were the leading factors influencing EV purchases in the Middle East. This is in addition to an underdeveloped EV charging infrastructure and high ownership costs.
