In 2023, a quarter of all uninsured nonelderly population were eligible for Medicaid or CHIP and a further 32 percent were eligible for tax credits. Together they make up nearly two-thirds of the nonelderly uninsured population. Therefore a focus of health policy needs to be on the outreach of these already eligible uninsured to overcome difficulties such as language barriers, administrative barriers, or lack of internet access. On the other hand, nearly six in ten nonelderly individuals were uninsured, as they fell into the so-called coverage gap. These were individuals in Medicaid non-expansion states who earned too much to be eligible for Medicaid in their state but were still under the federal poverty level, and thus ineligible for Medicaid marketplace subsidy. This statistic presents the distribution of nonelderly population without health insurance who were eligible for health coverage in the U.S. in 2023, by eligibility status.
