The source adds the following information: "Statistics Finland only publishes data on suspects of solved offences. The preliminary investigation authority records the offence as solved when the preliminary investigation is completed, and the case can be transferred to the prosecutor for consideration of charges. The fact that someone is a suspect does not mean that the prosecutor will charge or convict the person of an offence."

Most crime suspects in Finland were suspected of one criminal offense in 2020. While 69 percent were suspected of one criminal offense, the share among those suspected of two offenses was roughly 14 percent. That year, 16.7 percent were suspected of three or more offenses. In total, there were nearly 340 thousand people suspected of criminal offenses in Finland during 2020.
