The maintenance rate is calculated by dividing the maintained road length by the real road length. Moreover, the maintained road length is calculated by subtracting the length of road sections with a congestion degree of one or higher from standard-improved roads (only including roads with a roadway width of 5.5 meters and more). In case of municipal roads, the maintained road length is equivalent to the length of standard-improved roads of 5.5 meters width and more.
Standard-improved roads are those complying with structural requirements defined by Japanese regulations. The degree of congestion is determined by dividing the yearly measured traffic volume by the traffic capacity as estimated in the 'Road Census' every five years.
As of March 31, 2023, the maintenance rate of national highways amounted to **** percent. Excluding national expressways, they were, therefore, the best-maintained type of roads in Japan. The maintenance rate considers the structural quality of roads as well as their congestion.
