Current situation: motorists pay vehicle tax as car owners, but do not pay for vehicle usage.
Kilometers traveled tax: the more kilometers motorists drive, the more they pay, regardless of when or where.
Congestion tax: motorists pay more during rush hour and pay less outside rush hour.
Eco tax: the less CO2 a car emits, the less tax the motorist pays.
