The figures did not include 54,000 Syrian refugees who were to be relocated from Turkey under the EU-Turkey agreement and nearly 8,000 refugees who were still to be relocated from Greece and Italy under the Council decision 2015/1601.

Under the European Union (EU) Relocation Scheme in 2015, the EU member states were obliged to relocate refugees from Italy and Greece. As of April 2018, Germany transferred * out of 27,536 refugees it was required to relocate, while Czechia only relocated ** out of 2,691 persons. Non-EU countries Norway, Switzerland, and Liechtenstein also resettled refugees. The European Commission against Poland, Czechia, and Hungary for not complying with their obligations on the refugee relocation.
