The United States鈥 position as a leading AI innovator is rooted in its rapidly evolving digital infrastructure. Data centers are the backbone of this expanding digital ecosystem, processing and storing the vast volumes of data required to power AI, the cloud, and other energy intensive technologies. While the U.S. government and industry leaders have underlined the crucial role that data centers play in unlocking the economic potential of digital transformation, rising awareness around the strain placed on natural resources is leading to increased scrutiny. This, in turn, is sparking debate at both local and national levels over how to achieve sustainable growth.
Virginia tightens rules
Surging demand has seen data center facilities expand around several key U.S. hubs, with operators attracted by access to affordable power, proximity to key telecoms networks, and favorable regulatory environments. The Northern Virginia region, located close to major East Coast cities and key subsea cables, is the largest single market by capacity, with an inventory exceeding 4,000 megawatts as of the second half of 2025.
However, the region also exemplifies the broader challenge. Energy consumption, water use, and concerns about the visual impact of sprawling data center facilities have prompted officials to impose stricter regulations. Most notably, Loudoun County, which is home to the highest concentration of facilities, has ended the 鈥渂y-right鈥 development of data centers.
Operators explore moving off-grid
Difficulties in securing reliable power will define how data center expansion progresses over the next decade. Crucially, demand is increasing at a time where efficiency gains are becoming more complex and costly to achieve, as indicated by plateauing global power usage effectiveness figures. Data centers account for at least four percent of total U.S. energy consumption, with this share rising to more than 25 percent in Virginia. This is driving operators to consider alternative markets, specifically those with affordable energy and land, as well as cooler climates to reduce cooling costs. Meanwhile, many operators are actively considering moving off-grid entirely, be this through investment in small nuclear reactors, or by exploring geothermal power solutions.
Coal set to power the AI boom
Moving forward, the federal government is set to become increasingly active in data center expansion. For example, the Trump administration has explored making federal land available for digital infrastructure and has mandated the use of a broad range of energy sources, from nuclear to coal. While there is no sign of far-reaching EU-style efficiency reporting legislation on the horizon, new rules in states such as New York and California will require certain consumption reporting, ensuring sustainability remains high on the agenda.
