As of 2023, over 404,600 low-income households in Finland received general housing allowance payments. This was the highest number of general housing allowance recipients over the observed period. Starting from August 2017, students were transferred to the general housing allowance. 

The general housing allowance is intended to help low-income households with their living costs. Assistance with housing costs is available for rental, right-of-occupancy, part-ownership and owner-occupied homes located in Finland.
