The healthcare system in Colombia is facing a severe structural crisis. While the system technically achieves universal coverage, insuring more than 95 percent of the population, this coverage does not translate into effective care. User complaints, grievances, and legal claims filed against the system skyrocketed from *** million in 2024 to more than *** million in 2025.

Under the current model, the government allocates public healthcare funds to private and public insurers known as EPS, which are responsible for managing resources and coordinating patient care. However, these companies have warned for years that the state-allocated funding per patient is profoundly insufficient to guarantee services in accordance with Colombian law and legal precedent, a financial strain that has brought the entire sector to the brink of collapse.
