The European relevance ratio for measuring the financial solvency of banks is the CET1 (Common Equity Tier 1) ratio. Financial institutions are required by the regulator to maintain a percentage of capital in relation to their risk-weighted assets.
The CET1 Fully-loaded ratio is a financial solvency ratio introduced with the Basel III Accords (proposals for banking regulation reform).
During the transition period until 2019, the CET1 Phase-in and CET1 Fully-loaded ratios are used as solvency measures. CET1 Phase-in is the capital ratio calculated according to the transitional regime until 2019. In contrast, CET1 Fully-loaded is the capital ratio calculated considering that the Basel III definitions will be fully implemented in 2019.
