"According to the HATVP, three types of actions are considered communications likely to constitute lobbying activities: a physical meeting; a telephone conversation; the sending of a letter, an email, or a private message through an electronic communication service. The same applies to the direct and nominative questioning of a public official on a social network. When these actions are carried out repeatedly over a short period of time, for the same purpose and with the same category of public officials, they constitute a single communication (source HATVP)";
