In order to secure their livelihood, employed people can receive additional financial assistance in the form of Hartz IV or citizen's benefits in addition to their regular income. These people are sometimes referred to as top-up recipients. On average, around people received citizen's benefits in addition to their income in 2025. Hartz IV was replaced by the citizen's benefit (Bürgergeld) on January 1st 2023.
