To restrict movement of residents during the acute phase of COVID-19 pandemic in 2020, 47 regions in Russia imposed a permit regime. In most federal subjects, explanatory notes from residents themselves or notes from employers whose activity was not suspended during the lockdown, such as mining or manufacturing enterprises or food providers. Furthermore, the population of 20 regions could obtain digital passes via the internet.
