* In 2017, the basis for calculating the rate was changed. Until 2016, the basis for calculating penetration was the number of households amounting to 13.5 million. In 2017, GUS forecasts from 2016 were used to determine the rate. On such basis, the number of households was determined at the level of approximately of 14.1 million. The change had an impact on the lower value of the penetration rate in 2017.
