The EU's highest incarceration rates

According to recently released figures, Britain has the largest prison population in Western Europe. However, on a per capita basis, no EU country incarcerates as many people as Lithuania. In fact, all three Baltic states lead the way in European prisoners per 100,000 inhabitants. Lithuania has 305, Latvia has 240 and Estonia has 225.
